1. Background Information

CARE is a leading humanitarian organization fighting global poverty. We seek a world of hope, tolerance and social justice, where poverty has been overcome and people live in dignity and security. CARE International aims to be a global force and a partner of choice within a worldwide movement dedicated to ending poverty.

CARE Rwanda recently developed it business plan for the FY (fiscal year) 18 to 20. The new business describes a shift from two programs (Vulnerable Women and Orphan and Vulnerable children) towards a single coherent country program focused on achieving gender justice for vulnerable women and girls and an expanded country office partnership model contributing to institutional strengthening of local civil society organisations.

As a country office (CO) we need to ensure that our capacity to deliver our one program strategy/partnership strategy as well as to deliver our new role matches the commitments we make to both the communities we work with, and the donors who have entrusted funds to us. We have a responsibility to support our staff, teams and partners to do the best they can in their roles, with the resources they need – whilst giving each other the opportunity to develop. We also need to ensure that we are meeting the commitment of CARE, as a global organisation, to position itself effectively in line with its bold move and the regional roadmap.

Recently CARE Rwanda undertook a functional review that led to a draft structure that will drive the One Program Strategy. The review led to the creation of new functions, positions.

To enable the operationalisation of the new CARE Rwanda structure, there is a need to develop/ rewrite position job descriptions as well as to undertake a complete review and evaluation of all CARE Rwanda positions to ensure alignment of the structures, functions with CARE’s current and future program objectives.

2. Purpose

To produce a fair and equitable grading system and pay structure for all positions in CARE Rwanda that is in line with the new program strategy.
