Guided by the 2030 Agenda principle of “leaving no one behind”, the UNICEF Rwanda Country Programme contributes to five priorities under the social transformation pillar of the Rwanda’s National Strategy for Transformation 2017–2024: (a) Ensuring access to quality health for all; (b) Reducing malnutrition; (c) Ensuring access to and improving the quality of education; (d) Moving towards a modern Rwandan household, and; (e) Enhancing graduation from poverty and promoting resilience.

UNICEF Rwanda Social Policy and Research Programme focuses on poverty reduction while contributing to all other outcome areas by supporting the Government to reduce multidimensional child poverty through: a.) Expansions of the access to integrated and well-resourced social protection mechanisms for poor families; b.) Budget analysis, monitoring and advocacy to allow planning of efficient and integrated programmes for children; and c). Generation of evidence on emerging drivers of inequity and deprivations, data generation and analysis with particular focus on multidimensional child poverty.

How can you make a difference?

  • You will be able to contribute to and shape the overall research function of the country programme to ensure its continued high standards of quality and innovation in research.
  • You will contribute to further strengthening of the high-standards set by the national statistical system to ensure SDGs and child rights are increasingly monitored through national surveys and data generational efforts.
  • You will be able to provide significant contribution to, and influence policies and programmes aimed at reduction of monetary and multidimensional poverty of the children of Rwanda.
  • Your work on policy analysis and research to address emerging dimensions of inequity will help shape policy and programme responses across the wide spectrum of the needs and rights of children in the country.
  • Main responsibilities include:

  • Generation and analysis of data on child poverty & vulnerability to support policy and programme development;
  • Generation and analysis of other data, including SDG monitoring as appropriate;
  • Provision of office-wide research support to country programme sections (both quantitative and qualitative data);
  • Design and management of cross-cutting operational research to inform programme and policy design;
  • Quality assurance and technical support to programme-specific research activities;
  • Support to research dissemination in collaboration with programme and communication section;
  • Development of research partnerships and capacities at national levelto strengthen monitoring of child-focused social services;
  • Contribute to research, data analysis, programme design and advocacy to strengthen coverage and impact of national social protection programmes on children;
  • Contribute to research and analysis to strengthen use of public financial resources for children.
  • To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in in one of the following fields is required: Statistics, Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
  • A minimum of five years of relevant professional experience in designing quantitative and qualitative research methods and tools, with focus on impact evaluations of equity focused and cross-sectoral programmes, including multidimensional poverty analysis. Relevant experience includes data collection training and fieldwork/data collection oversight, quality assurance and analysis of findings.
  • Proven experience in analysis and quality assurance of complex data sets.
  • Capacity to conceptualize, plan and manage research programmes
  • Experience in analysis and dissemination of research findings
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of French and local language is an asset.
