Job Background

Oxfam in Rwanda is currently revising its COM to better align to ONE programme approach, to be more efficient and cost effective. This resulted into restructuring of the key programme roles to deliver and create synergies that allow thematic goals to contribute to the overall country goal by making efforts to integrate sustainable livelihoods, gender justice and enhancing the civic empowerment and voice for the poor and increasing the capacity of communities to prevent and cope with humanitarian crises.

The Enterprise Development Programme (EDP), www.oxfam.org.uk/edp is an Oxfam GB initiative that supports and invests in producer organizations and small and medium enterprises to become sustainable businesses and create opportunities for farmers and women's economic leadership; while also promoting broader changes in the market system and environment where these enterprises operate. It’s part of Oxfam in Rwanda integrated theme that in addition aims to facilitating access to finance as well as leverage on innovation.

Job Purpose

The Oxfam in Rwanda Head of Programme(HoP) is the line manager for the Programme team/ Thematic Managers, Funding and Communications Coordinator, Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator and Assistant Programme Coordinator; providing day-to-day leadership and strategic support to the whole programme team. The Head of Programme will lead in programme design, development and implementation and take responsibility for ensuring the program meets minimum standards for programming. Responsible for growing the programme portfolio the Head of Programme will build strategic relationships with a variety of donors including mobilising private sector resources and other institutional donors. HoP will also devote sizeable time supporting the Enterprise Development Programme while ensuring overall support of high quality programme implementation through effective coordination and collaboration between influencing, humanitarian and development of country’s One Programme Approach and the broader Confederation and develop and support partnerships with national, regional and global civil society towards meeting the goals outlined in the Oxfam Country Strategy for Rwanda.

Key Responsibilities

Programme conceptualisation, design and management 25%

· Under the leadership of the CD, leads programme strategy development, providing overall strategic and technical leadership in the design, development, planning budgeting, and implementation of the OCS.

· Ensure coordination and linkage between OCS outcomes and programme components (thematic areas and country outcomes).

· Ensure that human capacity and financial resources match programme needs in liaison with the Country Director and Business Support Lead.

· Participates in the annual budget process, leading on the programme budget process and providing ongoing oversight of program budgets.

· Ensures the delivery of a country programme with demonstrable impact and is accountable for overall programme delivery, quality and learning.

· Oversees the development of programme and project improvement plans, to ensure effective and timely implementation of the projects and program.

· Ensures that Women’s rights are protected and promoted in all of Oxfam’s work in Rwanda.

· Provide leadership in developing and/or managing all disaster preparedness plans, activities and responses to humanitarian emergencies for Oxfam in Rwanda.

Programme growth and fundraising 30%

· Works closely with the Country Director, Programme Funding and Communication Coordinator and entire Programme Team to identify opportunities for fundraising to ensure the financial sustainability of country program – Oxfam in Rwanda (OR).

· Leads the design and implementation of resource mobilisation strategies intended to strengthen income and partnerships to deliver the country strategy.

· Monitors the funding pipeline and leads on income planning and forecasting at a country level.

· Working closely with the Program Funding & Communications Coordinator, actively builds relationships with the donor community to promote the work of the OR program, sharing learning emerging from implementation, exploring opportunities for collaboration and or funding.

· Ensures compliance with donor contract requirements and Oxfam internal standards, policies and procedures.

· Working with the MEAL Coordinator ensures that adequate program quality (monitoring, evaluation, learning and accountability) systems are developed, implemented and minimum standards adhered to.

· Leads on programme reporting, supporting individual Thematic Managers in the development of consistent, high quality reports.

· Ensure Program Team/Partners are adequately equipped to prepare and respond to humanitarian and that effective liaison is done with stakeholders.

The Enterprise Development Programme (EDP) 20%

· Leads the growth and support the portfolio of the enterprises supported by Oxfam’s Enterprise Development Programme (EDP) ensuring programme team and stakeholders leverage EDP’s experience to influence other actors and achieve greater change and scale in the country.

· Ensure that the Programme has strong links to Oxfam’s wider markets-based work; and prioritises the economic empowerment of women as a key component of its strategy and work.

· Coordinate the existing portfolio of enterprises in the country; making direct visits and working with other staff, local partners and the enterprises themselves in planning, implementing and tracking progress against plans and milestones; potentially representing Oxfam on Enterprise governance as member or observer.

· Work with other EDP country and global teams to facilitate the identification, analysis and presentation of new enterprises to EDP’s Investment Committee, based in the UK, with an initial aim to review a minimum of 35 and support 10 to 15 enterprises over 5 years.

Partnership/coalition building, Influencing, networking and support 10%

· In consultation with the Country Director and Thematic Managers/ Coordinators, coordinates external programme engagement.

· Oversee the partner portfolio, with specific reference to the identification of strategic partners, and building and maintaining these relationships.

· In consultation with the Country Director represents OR in external engagement with civil society, government and private sector actors.

· Facilitate the development of strategic Influencing covering Policy, Campaign & Advocacy framework.

· Strengthen staff and partners’ capacity building to raise people’s voice and mobilize impact in the digital platform, media engagement, communication and PR.

· Strengthen Oxfam Rwanda’s position as a thought leader on poverty, social and gender justice and sustainability through laying foundation for research.

Human resource management 15%

· Manages the Programme Team to deliver on the OCS, providing leadership and guidance and ensuring that the management of the team is in line with Oxfam’s Human Resource policies and procedures.

· With support from Business Support Lead/HR, manages the life cycle of individuals within their team from pre-recruitment to exit, including performance management processes, and working with HR on issues such as disciplinary matters.

· Coach, support and line-manage Technical Co-ordinators, Thematic Managers, Assistant Programme Coordinator and consultants in the management of all projects, in accordance with the relevant procedures and to achieve anticipated outputs and outcomes.

· Oversee the coordination of capacity building initiatives in programme and project management aspects in accordance with the needs of the programme/project staff and partners specifically in areas of project planning, needs assessments, monitoring and evaluation, programme and project reviews, budget formulation and reviews, etc.

· Create continuous fora for new thinking and development of new initiatives and responses to emerging issues.

Technical Skills, Knowledge and Experience

Skills

Professional/Technical qualifications – Masters Degree in development related field e.g. International Development, Development Studies, etc. and/or at least 8 – 10 years experience in a similar senior programme management role. Additional qualification in Finance and Business Administration is added advantage.

· Excellent managerial skills to co-ordinate the Rwanda programme team to deliver on the OCS objectives.

· Demonstrated experience to design, develop and facilitate funding initiatives leading to securing funds from institutional donors.

· Ability to coach team members on the building of strong, credible relationships with international and local NGOs, government associations, business leaders and communities.

· Excellent and demonstrated personal communication skills, in written and verbal English, with high impact influencing and persuasive skills.

· Demonstrated experience in managing budgets and reporting to various stakeholders including donors.

· Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through.

· Strong analytical and conceptual thinking skills; able to understand complex issues and translate them into simple, workable actions and plans.

· Ability to think strategically, work creatively, effectively and in an innovative manner.

· Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and those of marginalised people in all aspects of Oxfam’s work in Rwanda.

Knowledge

· Comprehensive knowledge and experience of development programmes, humanitarian response and advocacy and influencing in three core thematic areas.

· Knowledge of capacity building, learning and development activities and how to create a learning and sharing environment with a strong knowledge management basis

· Politically astute, with a good understanding of key external organisations, how they operate and make decisions, and the country development context

· Commitment to and knowledge of creating a partner-led operational environment, with an ability to create an internal Oxfam approach that is focussed on developing and supporting partner organisations to achieve direct impact and results relating to Oxfam’s objectives

· Strong knowledge of, and experience in working with donors, fundraising and donor compliance.

· Experience or knowledge of Rwanda and/or regional dynamics.

Experience

· Influencing experience and ability to develop organisational networks and associations.

· At least 8 – 10 years demonstrated experience managing humanitarian, development, enterprise development and influencing programmes.

· Proven ability of mobilizing resources from the institutional donors and private sector; familiarity with key donors and actors in OR’s 3 core themes.

· Strong business and people management capabilities with a focus on results and an entrepreneurial skills;

· Proven track record in project management and in implementation oversight.
