Project title:  Strengthening RUB at National and branch levels

  1. Background

1.1.    About RUB

Rwanda Union of the Blind is a local non-governmental organization legally operating in Rwanda since 1995. It is registered with Rwanda Governance board under the legal personality no   60/05 of 16/03/1995 to work towards the improvement of the living conditions of persons with visual impairment in Rwanda. RUB is a member of the National Union of Disability Organizations of Rwanda (NUDOR). It is also affiliated to the African Union of the Blind (AFUB) and the World Blind Union (WBU). Overtime, the RUB strengthens and extends the scope of its activities by establishing branches in almost all districts of the country. Currently, RUB has 58 well-established branches in all districts with its headquarters in Kigali City, Nyarugenge District, Muhima Sector on Poids -Lourds Road. All its branches are managed by the visually impaired People and focus mainly on advocating for their rights and promoting income-generating projects. RUB envisages having a situation where all necessary services for people with visual impairment are provided as a right of the individual and hope to see education and employment opportunities, as well as all other welfare services, being as available to those who are visually impaired as they are to all other citizens. RUB is the only organization of persons with visual impairment in Rwanda today and it is the aim of RUB to be available for all persons with visual impairment throughout the country. RUB aims to do this through outreach work by establishing local associations/branches throughout the country. Therefore, since 2003, RUB has been establishing and strengthening branches throughout the country.

1.2 About the consultancy

People with visual impairment in Rwanda are among the most disadvantaged groups in the country with limited access to basic needs and social services such as health, rehabilitation, education, employment and microcredit just to name a few. The myths and beliefs associated with disability result in ignorance about their capabilities and lead to their low status in society. This has led to discrimination and isolation of Persons with blindness because they are regarded as people who are incapable of learning or being gainfully employed to take care of themselves and contribute to family and community development. Consequently, their participation in the social and economic processes at the family, community and national levels is limited. It is in this regards that, under the project: Strengthening RUB at national and branch levels being funded by SRF through MYRIGHT, RUB wants to hire a consultant who will develop gender equality policy which aims at increasing organizational capacity and helping RUB members to gain the ability and confidence to participate in social and economic life at organizational, national and community level and to benefit more fully from the government and organizational program of mainstreaming disability. In addition to this, the document will serve as a guide tool in advocacy on the inclusion of PWVI in different government / private programs, Sensitization and training of local government authorities towards the inclusion of women and men with visual impairment in social and economic activities.

  1. The objective of developing a gender equality policy

The overall objective of the gender equality policy is to guide RUB in advocacy on the inclusion of PWVI in different government / private programs and allocating resources, programs, and decision-making fairly to both males and females with visual impairment.

2.1 Specific objectives

  • Increase organizational capacity in advocacy
  • Help RUB members to gain the ability and confidence to participate in social and economic life at national and community level
  • Encourage RUB members to benefit more fully from the government program
  • Mainstream and include people with visual impairment in different government / private programs
  • Guide RUB in Sensitization and training of local government authorities towards the inclusion of women and men with visual impairment in social and economic activities.

2.2     Tasks, outputs and proposed timeframe



a. Inception meeting with the Executive director and relevant staff to understand RUB framework.

c. brainstorming workshop meeting

d. Analyze and compile data gathered from the brainstorming workshop meeting

e. Develop a gender equality policy

f. Validation workshop  of the policy

g. Submit 3 hard copies of well-bound final policy and electronic copy.

  1. Approach and Methodology

The approach will be mixed, including the consultant’s personal experience, review of similar tools and frameworks, interaction and interviews with relevant RUB board, sub-committees and staff.  Consultation, group work, and dialogues with key persons.

Note: The consultant has to ensure that the gender equality policy developed is able to capture all the information needed and are easily understood by users.

  1. Skills and qualifications required:
  • At least a Masters Degree in social sciences or another related field and having experience in research.
  • Significant experience in undertaking similar tasks
  • Able to provide and produce high-quality gender equality policy in English, and working within a tight schedule.
  • Experience in working with persons with different disability especially those with visual impairment.
  1. Application process

Interested consultants should submit their curriculum vitae (CV) and a letter of application. The letter of application should briefly describe how the consultant intends to undertake this assignment of developing a gender equality policy.

Application documents should be in hard copies to RUB office. The deadline of application for this consultancy work is 9th October 2018.
