CNFA is a US-based nongovernmental organization (NGO) that works to stimulate economic growth and improve rural livelihoods by empowering the private sector through five core capabilities: (1) Productivity, Food Security and Nutrition; (2) Input Supply and Farm Services; (3) Economic Resilience and Rapid Recovery; (4) Value Chain Development; and (5) Volunteer Technical Assistance. CNFA assists smallholders in increasing household-level food security and nutrition through improved agricultural practices, the introduction of new varieties, diversification of crop production, food preservation and storage, development of farmer-based organizations (FBOs) and strengthened linkages to markets.

Program Description – Feed the Future Rwanda Hinga Weze

The primary objective of the Feed the Future Rwanda Hinga Weze activity is to sustainably increase smallholder farmers’ income, improve the nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate.

Position Description

Reporting to the DCOP & Senior Agronomist, the Seed Value Chain Advisor is responsible for advancing the Hinga Weze seeds production and market systems for targeted commodities: Maize, HIF Beans, OSF Potatoes, Irish potatoes, and Vegetables.   S/he will ensure availability of quality seeds to smallholder farmers targeted by Hinga Weze by ensuring that the seeds value chain is functional and creating on-going linkages between Hinga Weze and other partners including private businesses. He or she will develop better farming conditions and techniques through improved planting areas leading to higher yields for project stakeholders. S/he will identify high- impact grant-making opportunities to Hinga Weze targeted partners by interacting regularly with prospective grantees for the seed value chain. The Seed Value Chain Advisor is based in Kigali with frequent travel to the Districts of HW interventions.

Duties and Responsibilities

The main duties of the Seed value chain advisor include, but are not limited to:

  • Conduct a quick assessment of the seeds value chain for commodities targeted by Hinga Weze to identify the opportunities for investment and local/climate adaptability especially for fortified commodities (High Iron Fortified Beans and Orange Sweet Fleshed Potatoes);
  • Develop a plan for seed value chain development;
  • Provide expert advice and regular monitoring of all seed production activities, seed distribution, and seed systems development;
  • Assist prospective grantees in the area of quality seed production, seed regulation requirements, breeder and foundation seed acquisition, and farmer awareness;
  • Identify and recommend for funding qualified and motivated local private seed companies and business entrepreneurs who will transform seed business in Rwanda
  • Responsible for production of high-quality seed for targeted partners and for domestic markets
  • Provide regularly updated information to all seed value chain players regarding the release of improved, climate resilient and adapted crop varieties which might be of benefit to smallholder farmers; availability of breeder and foundation seed and parental line maintenance, commercialization of new varieties
  • Oversee and facilitate collaboration between smallholder farmers, seed multipliers and agro-dealers
  • Provide technical support for grantee institutions being farmers organizations, agro-input dealers’ companies as well as other businesses, etc.
  • Advise and facilitate forums for access to quality seed especially for fortified seeds,
  • Coordinate with relevant technical leads in the field and the Kigali-based Agriculture Productivity and nutrition Units to ensure smooth implementation of agronomic development activities as well as consumption of fortified foods;
  • Interface and collaborate with the project’s targeted value chain stakeholders, including local-level farmer groups to advance program objectives and activities;
  • Identify and lead the development of innovation and partnership opportunities for the project;
  • Undertake other assignments or tasks at the request of the supervisors.

Qualifications and experience

  • Advanced degree in Seed Sciences and seeds production, technologies and marketing; seed biotechnology
  • At least 5 years of progressively responsible work experience in sustainable seed related programs/projects, sound experience in private sector and rural development approaches for a donor-funded project(s) related to value chain development, climate-smart and high yield technologies, private sector investment management and/or access to value chain finance;
  • Important experience in fortified crops production
  • Experience with USAID funded projects;
  • Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing;
  • Effective at collaboration; willingness to innovate and ability to think systematically;
  • Proven experience in managing multiple and competing tasks while maintaining a quality of deliverables within deadlines;
  • Advanced oral and written communication skills in English required; Kinyarwanda and French considered an asset.
