 Consultancy to Train: Terms of Reference

Context: Women for Women International

Women for Women International (WfWI) is an International Non-profit Organization committed to improving lives of socially excluded and marginalized women in conflict and post-conflict settings. WfWI provides a 12-month program on life skills, rights education, and vocational skills training.

WfWI has been implementing its core program to improve women’s lives and their families, since 1997 and is operating in 7 Districts of Kayonza, Muhanga, Rwamagana, Gasabo, Kicukiro, Nyaruguru, and Bugesera.

Women for Women International (WfWI) Rwanda, is looking for an experienced Institution/Company that will train its participants in Construction (Bricks and Tiles of various kinds and functions as well as in Paint making and Painting) Skills.

The Institution/Organization will have the responsibility for the preparation and management of all issues related to the successful and professional training of the participants based in Shyara Sector, Bugesera District.

In close consultation with WfWI Economic Empowerment Manager, the Institution/Company will develop, propose and use suitable training methodologies, including curriculum and any relevant training tools.

Actual training is planned to start in mid-January 2019 and go on until mid-May 2019.

A detailed breakdown of the responsibilities of the training skills service provider is outlined below:


  • Develop a master timetable for the entire training that incorporates all the activities including periodic follow up and monitoring plans.

Training Deliverables

  • The training should consist of a total period amounting to 4 months (spread out during weekdays only).
  • Conduct actual training as specified in the master timetable.
  • Regularly follow up on attendance, absenteeism of participants, reasons for absence – and report these via email, telephone, and/or in physical form as may be requested by WfWI.
  • Compile and submit a monthly progress report.
  • Compile and submit a final report, including a section on lessons learnt and recommendations.

Target Beneficiaries/Numbers/Location

  • Training beneficiaries are WfWI program participants from Shyara Sector in Bugesera District:
  • Paint making & Painting: 50 women
  • Brick & Tile making: 50 women

Post Training Activities

  • Prepare and submit to WfWI, individualized certificates for each training participant upon successful completion of the training. These certificates will be given to the respective participants.
  • Share with WfWI all materials used during the training.
  • Submit a final report after the training.

 Timeframe of Training

The total Level of Effort is not to exceed 4 months.

Profile of Training Institution/Company

  • Certified by the Workforce Development Authority (WDA).
  • At least 3 years’ relevant training experience.
  • Proficiency in Kinyarwanda as the language to be used for training purposes.
  • Working knowledge of English since the reports will be done in English.
