Heifer International is seeking a Senior Policy Specialist for a USAID-funded market systems oriented livestock project in Rwanda. The Senior Policy Specialist (SPS) help ensure the incorporation of evidence driven approaches throughout this project focused on increasing livstock production and increasing the consumption of Animal Source Food (ASF) within Rwanda. The SPS will work with local institutions to help build a strong market ecosystem for this project. Duties will include the execution of program policy strategy, ensuring beneficial policies are in place to foster business growth for market actors and smallholder farmers, and effectively engaging multiple stakeholders (public, private, non-profit) to deliver high-quality sustainable project results. The SPS will also be responsible for engaging key stakeholders such as civil society, local private sector actors and other market system actors.

Provide overall policy leadership to the project


  • Quality of services is maintained at the highest standard.

Ensure engagement of various market system actors throughout the life of the project.


  • Strong representation of Heifer at trade and investment fora
  • Dialogues facilitated among different market actors ranging from Ministries to private sector

Ensure project is consistently aligned with country strategy.


  • Developments in the Rwanda Master Livestock Development Plan are incorporated into the overall project framework

Fosters beneficial policy frameworks promoting business growth for market actors including smallholder farmers and local businesses.


  • The policy reform process is facilitated through public-private dialogue
  • Strong institutional coalitions are built to foster rural economic growth

Required Experience

Minimum Requirements

  • Master’s degree in Agricultural Economics, Economics, Quantitative Social Science or other relevant degree is highly desirable.
  • Five (5) years of progressively responsible experience in the areas of trade and investment framework development is highly desirable.
  • Experience working with host country public agencies and ministries as well as with private sector advocacy organizations is desirable.
  • Demonstrated experience in policy reform process facilitation, public-private dialogue and institution coalition building in rural economies is desirable.
  • Experience with policy research, policy advocacy coordination and support to both public and private businesses and related civil society organizations is desirable.
  • Experience and familiarity with agricultural development and policy issues, especially in the livestock sector in the African context, agriculture sector strategies and investment plans is desirable.
