Terms of Reference for the Recruitment of a National Consultant to Develop the National Oral Health Strategic Plan in Rwanda


According to estimates by The Global Burden of Disease Study in 2016, oral diseases affect half of the world’s population. Untreated dental decay in permanent teeth affects 2·3 billion people, and untreated dental decay in primary teeth affects more than 560 million children worldwide. Severe periodontal (gum) disease, which may result in tooth loss and affect general health and wellbeing, was estimated to be the 11th most prevalent disease globally. Oral cancer is common worldwide, with tobacco use and alcohol use as its major risk factors.

In many countries, the human, financial and material resources are still insufficient to meet the need for oral health care services and to provide universal access, especially in disadvantaged communities, in both developing and developed countries. The unequal distribution of oral health personnel and the absence of appropriate facilities in many countries means disadvantaged communities have limited or no access to primary oral health care.

In addition, devastating tooth pain or debilitating infection issues often force people to seek emergency treatment in tertiary care facilities or outside the health system. The direct economic costs associated with treatment of oral diseases was estimated in 2010 to be US$298 million per year, which accounts for 4·6% of the total expenditure on health globally. Moreover, even though the most widespread illnesses are avoidable, not all population groups are well informed about or able to take advantage of the proper measures for oral health promotion, while oral health care needs to be fully integrated into the national health system.

WHO promotes an essential oral health package for low-resource settings in Africa as part of the WHO package of essential NCD interventions, where prevention and basic oral care activities are incorporated into the primary health care package of services.  Oral diseases are comorbidity factors in Sustainable Development Goal 3 (SDG 3) targets, including non-communicable (NCDs) and communicable diseases, sexual and reproductive health, and maternal and child health. The impact of oral diseases on NCDs is considerable, in terms of pain and suffering, impairment of function, reduced quality of life and cost of treatment. In addition, the high level of inequalities in oral health is unacceptable.

In general, Rwanda faces the same challenges regarding oral health. The development and implementation of a  National Oral Health Strategy will inform on the current  situation related to workforce, infrastructure, equipment, service delivery, identified gaps, practical aspects of Oral health service delivery in Rwanda. It will identify delays challenges in the promotion, early identification and care that may result from insufficient or inadequate Oral Health Care facilities, the impact of expenditures to patients as well as opportunities for health sector development. It will provide clear and actionable recommendations to address the challenges and gaps identified in the health system.

For this purpose, SOS Children’s Villages Rwanda wishes to hire a national/local consultant to support the Ministry of Health in the Process to design a National Oral Health Strategy.

Responsibilities and duties

The overall objective of this assignment is to develop a National oral health Plan (NOHSP) and the consultant should perform the following tasks:

To collaborate with the Steering Committee during the whole process
To conduct a situational analysis on the status of Oral Health in Rwanda
To coordinate the review and approval of the situational analysis of  Oral Health in Rwanda
To coordinate the planning process from the preparation and drafting up to the approval of the Strategy;
To coordinate the consultation of stakeholders during the process of development of the National Oral Health Strategic Plan
To update the draft according to the inputs or contributions from stakeholders’ consultations
To finalize drafts of the National  Oral Health Strategic Plan after inclusion of all inputs
To cost the whole plan by specifying the cost of each of its activity and objectives
To coordinate presentation and dissemination of the National  Oral Health Strategic Plan to all stakeholders


The consultant will report to the NOHSP Steering Committee. All logistical support for the review team will be organized by the NOHSP steering committee ahead of the groundwork and in consultation with the consultant.

 Timeline and Deliverables

This assignment is supposed to be completed in 60 Calendar days starting from the signature of the contract; the consultant will share the last version of the NOHSP as well as present it to Steering Committee for approval.

Profile of the Consultant

Being a Medical Doctor and Have a Master’s degree in Public Health or a Doctor of Dental Surgery (DDS) and a Master’s degree in Dental Public Health and a clinical Specialty;
Extensive experience of more than 10 years ‘ experience in public health practice;
Proven experience in strategic planning and working with the health sector in Rwanda proven by three certificate of good completion of similar work
Having a good knowledge of the national health system and other health systems in developed countries
