Reporting to the Finance and Administration Manager-Rwanda the Finance Officer is accountable for financial management of the Eritrea and Burundi Program and supporting the Rwanda Program in their day to day activities with frequent travel to Eritrea and Burundi.

Previous experience in a busy setting working with NGO partner organizations, donor financial management and use of the SUN accounting system is important.

Essential criteria includes:

  • BA degree in Accounting or Finance.

  • CPA(K) or ACCA certified.

  • At least 5 years’ experience working at Finance Officer level or higher in an NGO.

  • Experience Working with partners and capacity building.

  • Experience in preparing management reports.

  • Donor reporting experience.

  • Experience working in multicultural environment.

  • Ability to work well with others under pressure and respond to changes in priorities.

  • Knowledge of financial management systems SUN or other ERP’s.

  • Advanced skills in computers: Windows, spreadsheets, word processing and accounting packages.

  • Fluency in written and spoken English is required.

  • Demonstrated ability to work independently and in a team environment.

ToR: Consultancy Services to Develop Sun Alliance Organisation Policies and Manuals

TERMS OF REFERENCE FOR THE CONSULTANCY SERVICES TO DEVELOP SUN ALLIANCE ORGANISATION POLICIES AND MANUALS

Scaling Up Nutrition (SUN) Alliance is an umbrella of Civil Society Organizations (CSOs) in Rwanda to promote sensitive and specific nutrition actions. In 2014, 79 Civil Society Organizations in the fight against malnutrition in Rwanda endorsed the establishment of the Alliance, and was legally registered in June 2016. This late registration was caused by the SUN global model which required not Civil Society Alliance’s across countries to register since they were considered as simple movements to scale up nutrition but this contradicted the national laws of Rwanda. Thus, with guidance from the Government, SUN Alliance leadership took steps to legally register in accordance with the laws in Rwanda.

The primary purpose of the SUN Alliance is to strengthen the coordination between nutrition actors, through tracking results and aligning strategies, programs and resources of its members with country plans to eliminate all forms of Malnutrition. SUN Alliance also believes that collaborating with partners to implement programmes with shared nutrition goals, and collectively mobilize resources to effectively scale up nutrition, with a core focus on empowering women and children is an effective approach to addressing malnutrition.

Since establishment, SUN Alliance has helped facilitate a rich and concerted knowledge exchange among member CSOs using other SUN umbrellas in other countries as a foundation for sharing and learning. Guided by this exchange, more practical guidance and support is envisioned to be generated to help inform the paths Civil Society Organizations they choose to take.

This Alliance approach, since then has helped raise awareness about the vital importance of nutrition as a universal move; one that is integral to achieving the Sustainable Development Goals (SDGs) and to have a world without hunger and malnutrition.

Objective of the Assignment

The objective of this consultancy is to develop the consolidated manual containing SUN Alliance financial, Human Resources, Travel, Procurement, Volunteer and interns’ policies and other administrative standard operating procedures.

The development of these regulatory frameworks will enable the Alliance to safeguard its assets, secure the accuracy and reliability of its accounting data and promote operational efficiency.

It is the SUN Alliance’s policy to have in place adequate systems of internal control which will promote a high level of compliance with the Alliance’s policies and procedures; to have in place mechanisms to continuously mitigate risks and put in place controls to reduce its impact on operations of the Alliance; to continuously review the internal control systems to be able to meet the challenges of growth and donor standards; to implement and maintain this system of control to assist the Alliance carry out its activities in an efficient and orderly manner; ensure adherence to management policies; safeguard of the Alliance assets, and secure the accuracy and reliability of its records.

Scope of the Assignment

The Alliance seeks to engage the services of a consulting firm or individual to develop a document on SUN Alliance policies and procedures as per the terms of reference. The development will focus on, but not limited to the following contents:

  • Internal controls and Finance and Accounting procedures,
  • Human Resources management, including volunteer and intern policies,
  • Standard Operating Procedures (SOPs), including travel, fleet management and procurement guidelines
  • Administrative Instructions (AIs) etc.

The manuals, SOPs and AIs will incorporate the following interalia:

Regular Fixed assets and Inventory, Assets/inventory, Employee Benefits, Cash Management, Petty Cash, Payables and receivables management, Prepayments and accruals management, management of donations (Both cash and in kind), accounting for Intangible Assets, Disbursement and payment processes, Revenue Management, Travel, Preparation of Budgets and chart of accounts among others. The key deliverable in this consultancy is the development of the comprehensive and all-encompassing manuals incorporating all the elements above.

The Alliance now invites eligible consultant/ consulting firms to indicate their interest in providing the Services. Interested Consultant/firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Core business of the firm/individual experience in business
  2. Qualifications and Specific experience in the field of the assignment
  3. Technical and managerial organization of the firm/individual
  4. Registration certificate for the firms

Indicators to evaluate the consultant’s performance indicators are:

  1. The quality and timely delivery of all required tasks as provided for in this term of reference.
  2. The submission of a document with all contents in the scope of work as highlighted in this term of reference
  3. Presentation of such a document to the Board of Directors and SUN Alliance staff

Consultants/consulting firm should submit their Technical proposal clearly marked “Technical Proposal” and financial proposal clearly marked “Financial Proposal” in separate sealed envelopes.

The sealed envelopes containing the Technical and Financial Proposals shall be placed into one outer envelope and sealed (Three copies). The outer envelope shall bear the submission address, reference number, the name of the assignment, Consultant’s name and the address.

Consultant/consulting firm will be selected in accordance with the terms of reference set forth herein including technical, financial and experience in similar work in the past.

The consultants/ consulting firm should confirm that their EOI and Financial proposal is valid for sixty (60) calendar days from the date of EOI opening date.

Contract and Duration: 15 working days. The successful candidate should be able to take up her/his duties as soon as the contractual documentation has been finalized.

Duty Station: SUN Alliance Rwanda main Office, located at Plot 99, KG 543 street, pink buildings occupied by Society for Family Health (SFH) Rwanda next to King Faisal Hospital.

Expressions of interest must be delivered in three hard copies by October 6, 2017, 10:00 am, Kigali Time. The EOI shall be open on the same date at 14:00hours at the addresses below.

The contents of written materials obtained and used in this assignment must not be disclosed to any third parties without the expressed advance written authorization of the concerned legal person. The Consultant must not use the results of the work for any other purpose rather than submitting them to SUN Alliance Rwanda.
