Job Title: Senior Project Officer / Senior Economic Strengthening Officer

Department: CRS Rwanda

Reports To: Program Manager I/ Market Development Specialist

Duration: Open-ended contract

Job Summary:

The Senior Economic Strengthening Officer will primarily be responsible for the successful implementation of the CRS Saving Internal Lending Communities/Private Service Provider (SILC/PSP) model. S/He will provide technical guidance and advice to local implementing partners in extending the SILC model and developing the PSP networks among youth communities in 5 districts participating in Huguka Dukore Akazi Kanoze project. His/her coordination and relationship management skills will ensure that the project for which S/He is responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 Job Responsibilities:

  • Organize and lead the implementation of all assigned project activities in SILC/PSP as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Provide technical oversight to implementing partners during the PSP certification process and establishment of PSP networks.
  • Support other team members in the implementation of all project activities in Work Ready Now!, Be Your Own Boss, financial education and advanced business skills as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Assist HDAK colleagues in providing SMART Skills technical guidance, technical supervision as implementing partners roll out trainings to youth beneficiaries.
  • Collaborate with other HDAK partners to organize financial linkages between youth savings groups and formal financial institutions.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
  • Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
  • Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up and assistance to implementing partner.
  • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
  • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices

Typical Background, Experience & Requirements:

Education and Experience

  • Bachelor’s Degree required. Degree in the field of Business, Finance, Economics, Rural Development, Development Studies or related field would be a plus.
  • Minimum of 2-3 years of work experience in project support, ideally in the field of microfinance and economic strengthening and for an NGO.
  • Minimum 2-3 years of experience in organizing and facilitating Savings and Internal Lending Communities (SILC) trainings or another community-based micro-finance model.
  • Experience working with partners, participatory action planning and community engagement.
  • Staff supervision experience a plus.
  • Experience in monitoring projects, collecting and analyzing SILC data using Savings Groups Information Exchange- Management Information System SAVIX-MIS
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Required/Desired Foreign Language Working proficiency in English, Kinyarwanda, and French.

Travel Required At least 50% travel to rural areas (outside of Kigali) required.

Key Working Relationships:

Supervisory: None.

Internal: Senior MEAL Officer, Senior Agriculture, and Livelihoods Officer.

External: The candidate will collaborate with other HDAK partners’ staff involved in financial linkages and agribusiness development. He/she will also collaborate with implementing partners, government institutions and other NGOs working in financial inclusion.
